Presentation of Credentials


A. FORMALITIES PRECEDING THE PRESENTATION OF CREDENTIALS


1. The Ambassador - designate is received at the airport by a Protocol officer.

2. Subject to prior arrangements, the Ambassador -designate calls on the Chief of Protocol to be briefed on the formalities concerning the Ceremony of the presentation of credentials. The Ambassador hands to the Chief of Protocol copies of his/her Credentials and Letters of Recall of his/her predecessor (where applicable).

3. If not provided earlier, the Ambassador hands to the Chief of Protocol (a) His/her speech (b) a car flag and (c) the musical scores of his/her country’s National Anthem.

4. The Chief of Protocol makes arrangements for the Ambassador to meet with the Permanent Secretary of the Ministry of Foreign Affairs.

B. PROCEDURE OF THE CEREMONY OF PRESENTATION OF CREDENTIALS

1. On the day of the Presentation of Credentials, a Protocol Officer accompanied by an officer of the Presidential Guard, call on the Ambassador-designate at his/her Embassy / Residence, twenty (20) minutes before the official Ceremony.

2. The Ambassador takes his/her place at the rear left seat of the vehicle with the Protocol Officer to his/her right. The members of the Diplomatic Mission (maximum 4) who may participate in the Ceremony at the request of the Ambassador-designate, follow in a separate vehicle which is provided by the Presidency of the Republic. Police motorcyclists escort the motorcade.

3. Upon arrival, the Chief of Protocol welcomes the Ambassador in the presence of the Commander of the Presidential Guard.

4. The accompanying Members of the Diplomatic Mission are led by the Protocol officer to take their position at the left arc of the main entrance of the Presidential Palace (See Diagram 1). If needed, depending on the number of the accompanying delegation, its members take their position at the right arc as well.

5. The Ambassador, with the Chief of Protocol to his/her right, proceeds to inspect the Guard of Honour. Following the inspection, the Ambassador with the Chief of Protocol to his/her left takes his/her position at the middle Arc of the main entrance, facing the Guard of Honour and the Police Band.

6. The Police Band plays the National Anthem of the country of the Ambassador.

7. The Ambassador, with the Chief of Protocol to his/her left, enters the Presidential Palace and is welcomed by the Director of the Office of the President or another designated Palace official.

8. The Ambassador -with the Chief of Protocol on his/her left and followed by the Commander of the Presidential Guard to the President of the Republic- enters the Hall where the President of the Republic, the Minister of Foreign Affairs and the Director of the Office of the President are already in place.

9. The Chief of Protocol indicates to the Ambassador his/her place (two meters away from the President).

10. The Chief of Protocol proceeds to take his/her position next to the Minister of Foreign Affairs and the Aide de Camp takes his as well (See Diagram 2).

11. The Ambassador does not shake hands or exchange any words with the President but only makes a slight bow to the President of the Republic.

12. As soon as the Chief of Protocol takes his/her position, the Ambassador makes his/her statement (see below). Note: Speeches are not read. The Ambassador’s speech is given to the Chief of Protocol before the Ceremony and the President’s reply upon completion of the Ceremony.

«Your Excellency / Mr. President,

Allow me to present the Letters of Credence by which H.E. the President / His /Her Majesty of …………………………. has appointed me to be the (next) Ambassador Extraordinary and Plenipotentiary of ………………. to the Republic of Cyprus, as well as the Letters of Recall of my predecessor».

13. On completion of his/her statement, the Ambassador moves towards the President and hands over the original Letters of his/her Credentials and the Letters of Recall of his/her predecessor. The President congratulates the Ambassador with a handshake and introduces to him/her the Minister of Foreign Affairs and the Director of the Office of President.

14. The Chief of Protocol invites the Ambassador to introduce to the President the members of his/her Mission, who are accompanying him/her.

15. Commemorative photographs

  • one with the President of the Republic.
  • one with the President of the Republic, the Minister of Foreign Affairs, the Director of the Office of the President and the Chief of Protocol.
  • a group photo with the accompanying members of the Diplomatic Mission, the Commander of the Presidential Guard and the Protocol officers.

16. The President of the Republic invites the Ambassador in his Office, for an audience. The Minister of Foreign Affairs and the Director of the Office of the President, also attend.

17. The President of the Republic will indicate the end of the audience by saying: “I look forward to seeing you soon Mr /Madame Ambassador”.

18. The Ambassador accompanied by the Director of the Office of the President exits the Office of the President of the Republic.

19. The Protocol officers and the members of the Diplomatic Mission participating in the Ceremony proceed to take their position at the left and right arches of the main entrance.

20. The Ambassador accompanied to his/her left by the Deputy Minister to the President and to his/her right by the Chief of Protocol -and followed by the Commander of the Presidential Guard- proceeds and takes his position at the middle Arch of the entrance.

21. The Police Band plays the National Anthem of the Republic of Cyprus.

22. The Director of the Office of the President bids farewell and the Ambassador walks down the stairs accompanied by the Chief of Protocol to his/her right. At the bottom of the stairs, the Conductor of the Police Band salutes and introduces himself/herself to the Ambassador.

23. The Ambassador congratulates the Conductor with a handshake and then proceeds to the vehicle accompanied by the Chief of Protocol.

24. The Chief of Protocol bids farewell to the Ambassador who takes his/her seat at the rear left seat of the vehicle having to his right the accompanying Protocol officer. On the vehicle the flag of the Ambassador’s country, is flown.

25. The motorcade with the escorting Police motorcyclists returns to the Embassy/Residence.
