Exemption from Military Service for Permanent Residents Abroad

Permanent resident, under Article 2 (a) of the National Guard Law of 2011 is a person who has been granted permanent residence status abroad or has established a secured livelihood abroad for a period of not less than ten (10) consecutive years, in one or more countries.

Those who have been granted permanent residence status under Article 23 (1) (d) are exempted from the obligation to fulfill their military service.

a. A person who wish to be exempted from military service, should submit the application in person or by lawfully authorized representatives to the Enlistment Office, the Ministry of Defense of the Republic of Cyprus or the Embassies and consulates of the Republic of Cyprus Cyprus.

b. Applications are accompanied by a Permanent Residence Certificate, issued by the Embassy or the High Commission or the Consulate of the Republic of Cyprus, and are submitted to the office of the country in which the applicant has been lawfully admitted. If there is an objective reason that is preventing the obtaining of a Permanent Residence Certificate (e.g. the ongoing war in that specific country) the applicant should submit, validated copies of old and new passports, copies of airplane tickets, photocopies of exemptions and/or old deferrals issued by schools and universities abroad and / or Cyprus, his/her labor certificates and / or his/her parents, tax certificates issued by the authorities of the country where he/she is residing etc. The Enlistment Office is assessing and taking into consideration all these documents, in order to issue its final decision.

Documents required for the certificate application:
  • A completed application signed by the applicant if he is an adult.
  • A recent full birth certificate in English, which includes information about moving to and out of Romania/ Moldavia as well as personal data of the applicant and the applicant’s mother and father. In the case of divorced parents, the divorce date and parental custody should also be shown. Attention! Documentation issued by Romanian authorities should be signed and sealed by the competent officer and duly authenticated by a notary (public notary) bearing the “Apostille” stamp.
  • Photocopy of the applicant’s passport.
  • Photocopies of the passports of the applicant’s parents.
  • Following the submission of a fully completed application, the Embassy issues to the applicant the so-called Certificate of Permanent Residence. A stamp of value €8,54 is attached to the certificate and the applicant must pay the equivalent of the monthly exchange rate in RON.
  • The application along with the supporting documents and the Certificate of Permanent Residence are submitted by the applicant to the Ministry of Defence of the Republic of Cyprus, which issues the Certificate of Exemption from Military Service. Alternatively, if the applicant is not in Cyprus, the application is forwarded by the Embassy to the Ministry of Defence which in turn sends the issued certificate to the address of the applicant abroad.


Expatriates who have therefore been exempted from military service shall produce upon departure from Cyprus the original copy of the Certificate of Exemption from Military Service, provided that their stay in Cyprus does not exceed a period of three months. For longer periods of stay, an Exit Permit is required which can be obtained by the Exit Permit Issuing Office in Nicosia.


Expatriates of conscript age (15-26) must obtain, besides the Certificate of Permanent Residence issued by the Embassy, a special Exit Permit from the Ministry of Defence or the Regional Enlistment Offices.
